Work Notice: RFS Corporation Yard soil removal 5/15

Under the oversight of the Department of Toxic Substances Control (DTSC), UC environmental consultants will be conducting soil removal at the Site. The work consists of excavation and disposal of PCB-contaminated soil identified during previous soil removal activities south of B120. The excavation area is approximately 20 x 15 feet, or 300-square feet and extends to 1.5 feet in depth. The area are shown on the linked figure.

What Work Will Be Done?

  • The soil contains PCB concentrations above 4,500 milligrams per kilogram (mg/kg) which is above the 50 mg/kg threshold identified within the Toxic Substances Control Act, 40 Code of Federal Regulations, Part 761, requiring disposal at a Class I Landfill. The contractor ETIC will have 2-3 staff, and there will be one staff from the environmental consultant Tetra Tech for sampling, air monitoring, and oversight.
  • The estimated ex-situ bulk waste is 18 cubic yards and Tetra Tech will provide air monitoring.
  • The soil removal involves a backhoe to remove the soil, and the soil will be loaded directly into two covered, secured 10 cubic yard bins. If necessary, a water truck and hoses will be used to control dust from leaving the excavation boundaries. A truck and forklift may also be present to support the cleanup action. The area is fenced and access will be maintained. A soil sample will be collected from the bottom and sidewalls of the excavation, and the excavation will be filled with clean backfill from onsite, and covered for erosion control.
  • Workers will be wearing protective gear and all work will be completed during normal business hours (7:00 AM to 6:00 PM).
