The remediation project was initiated in 1999 by order of the California Regional Water Quality Control Board San Francisco Bay Region ("the Board"). The Board has oversight authority over San Francisco Bay toxic hot spots identified by investigations completed pursuant to the Bay Protection and Toxic Cleanup Program legislation.
In May 2005, the California Environmental Protection Agency announced that the state's Department of Toxic Substances Control (DTSC) would be the new lead regulatory oversight agency for remediation and wetlands restoration work at the RFS. UC Berkeley was issued a Site Investigation and Remediation order in September 2006.
